花大钱在脸书放广告,联邦自由党政府真的想帮传统媒体一把?

$600 million media package does not help media with plummeting ad revenues

本周联邦政府宣布在今后五年内以税惠形式为媒体行业提供$6亿元资助。此举立即得到保守党批评和指控,称自由党政府旨在明年大选前拉拢媒体从业人员和新闻记者。

The federal government announced $600 million package over the next five years for the news media industry in tax measures. The Conservatives criticize the move, accusing the Liberal government using the money to curry favor with journalists ahead of next election.

曾为新闻记者的保守党议员Peter Kent称:“即使表面看上去有与媒体套近乎之嫌也是不应该的!”

"It would be unacceptable for the Liberals even to appear to be trying to influence favor with the media," said Conservative MP Peter Kent, who is himself a former journalist.


自由党政府称这一计划旨在“保护独立新闻媒体在我们社区和民主社会中所起的重要作用。”但是,这一“资助计划”对媒体行业来说可谓杯水车薪。事实上,自由党政府在当政以来根本未曾给媒体行业提供足够的帮助。它一直对媒体行业的危机视而不见,对新闻行业的求助也不理不睬,直到离大选不到一年的今天才缓缓而行,提供所谓“资助计划”。前联邦遗产部长甚至扬言自由党政府根本不会“救助一个其商业模式根本无法生存的行业”。

The Liberal government claims the plan is to “protect the vital role that independent news media play in our democracy and our communities.” However, the announcement might be too little too late for the news industry. In fact, the federal government hasn’t done enough to support the news media industry since it took power. It had largely ignored the media crisis and rejected the desperate pleas from the media industry until less than a year before the election. The former Heritage Minister even said that her government wasn’t interested in bailing out “industry models that are no longer viable.”

独立新闻行业是民主社会的契机,而调查新闻项目则是言论自由的利器,但某些网络媒体巨头却给社会带来负面影响。实际上脸书和一些其他网络媒体近来丑闻不断,包括被俄国政府利用,并沦为其试图影响美国总统大选的广告平台。据脸书总裁马克•扎克伯格前民调官员的一项民调表示,如今脸书在世界许多国家地区声誉不佳。



Independent journalism is the pillar of democracy, and the investigative press is essential for free speech, whereas some digital media giants have a negative impact on society. Facebook and other digital media have faced scandals one after another – including turning into a Russian government’s advertising platform to influence US presidential election. Facebook is not well regarded in many parts of the world, according to an independent survey from Mark Zuckerberg's former pollster.

这项调查发现,有5400万美国人士对网络媒体巨头持负面观点,将其看作也许比万宝路香烟稍好但却远差于麦当劳快餐的社会病源。

The survey has found that 54 million people in the US has a negative view on the digital advertising giant, making it less of a societal ill than Marlboro cigarettes but worse than McDonald’s fast food. 

随着大众媒体消费日益网络化,广告商日趋倾向使用电子平台,新闻和纸媒陷入行业危机。今天,脸书和谷歌两大网媒巨头囊括了高居加国70%的广告收入。

As public consumption habits shift towards online media and advertisers migrates towards US digital platforms, news and print media industry faces survival crisis. In Canada, these two multinational giants now control more than 70 percent of digital advertising.



而联邦政府的这项资助计划根本没有解决纸媒面临的最严峻问题,那就是纸媒广告收入遭网络媒体抢劫。具讽刺意义的是,加拿大政府是两大网媒巨头的最大广告商之一。据新民主党批评人士表示,自由党政府对网媒给国际社会带来的负面影响充耳不闻,同时将大部分广告费用投向脸书和谷歌,其支出远高于前保守党政府。

The announced plan by the federal government doesn’t tackle the primary issue affecting print media in Canada -- losing ad revenues to digital platforms. Ironically, the federal Liberal government is one of the biggest advertisers on Web giants, turning a blind eye to the negative impact that they’ve played on society across the world.  It has used most of its advertising dollar with Facebook and Google, far more than the previous Conservative government under Harper, according to NDP critics. 

同时,网络媒体在加国还享受不公平的税务优惠。比如,安省的一家小企业在电子平台刊登广告可豁免15%的省销售税,而与纸媒刊登广告却无此优惠。

Meanwhile, digital advertising platforms enjoy unfair tax advantages. For example, a small business in Ontario can save 15 percent provincial sales tax to advertise with digital media, rather than advertising with traditional print media.  



尽管财务危机重重,加拿大新闻媒体意识到其在民主社会中所起的举足轻重的作用,仍不遗余力为民主社会发展壮大提供高质量的新闻报道。这些年来,《大中报》从未停止向华人社区提供有益社区成长的独立新闻以及挑战权力人士的调查报道,为社区发展尽到其应有的新闻职责。

Despite the crisis news media industry is facing, news industry in Canada has recognized the vital role it has taken in democracy, striving to produce quality journalism that has made a positive influence on the society and world. Over the years, Chinese News has never ceased to churn out independent new content that matters to Chinese Canadians and that holds powerful interests to account, fulfilling its mandate of providing quality journalism to the community.
