陈国治如欲制造“排华”恐慌 只能枉费心机

Michael Chan’s fearmongering campaign over anti-China will end in vain

前省自由党内阁部长陈国治在一篇专访中表示,联邦保守党党魁利用华为大做文章,对抗中国并深化对华矛盾。陈在此文中继续称,这位党魁言辞激烈的文字给全国的加拿大华裔造成极大压力。为了表达其对加国排华旧事重演的担忧,陈国治还将历史上排华事件一一道来,并把加拿大曾经实施的,向华裔铁路工人征收人头税拿来说事。

The federal Conservative leader used Huawei saga to start an anti-China campaign and to escalate tension with China, said Michael Chan lately in an article interviewing the former Queens’ Park Liberal Minister. “The harsh words from the leader of the political party has put pressure on Chinese Canadians,” Chan continued.   To express his concerns that “Canada’s anti-China history will repeat itself,” he brought historical incidents -- including the Canadian head-tax on Chinese railroad workers-- into perspective.




陈国治用“排华”两字混淆视听,利用“华”字将“中国政府”和“华裔老百姓”混为一谈。的确,继加国逮捕了孟晚舟后,中国逮捕了两名加国人质,这一事件导致加国政坛领袖的反弹,但他们的批评大多指向中国政府,而不是中国老百姓。

Chan uses the word “China” to lump the concept of “Chinese government” and “Chinese people” together.  Yes, China’s arrest of two Canadians, following Canada’s detain of Meng Wanzhou, has sparked a backlash from Canadian political leaders, but the criticism is mostly targeting the Chinese government – not Chinese people.


保守党领袖希尔在加中关系因华为事件出现紧张之际的确发表一系列言辞。他表示如果当选总理,他将拒绝与中国达成贸易协定,并会禁止华为参与加国5G通讯系统的建设。 华为一向与中国政府关系密切,其创始人任正非曾在中国人民解放军就职。希尔的言论仅仅显示出这位党魁对专制中国的谨慎态度,表明他对加国国家安全的担忧,但他的攻击对象从未指向华裔人士,不管是中国老百姓还是身居海外之侨胞。

Conservative leader Andrew Scheer has made a series of comments amidst Canada’s escalating tensions with China over Huawei. He said if elected PM, he wouldn’t pursue a trade deal with China and that he would ban Huawei from providing equipment for Canada’s 5G network. Huawei is known to have the strongest ties with the Chinese government, and its founder Ren Zhengfei used to work for the Peoples’ Liberation Army. Scheer’s comments have revealed his prudent approach toward authoritarian China, reflecting his concerns over Canada’s national security. However, none of the comments attack Chinese people – either Chinese citizens or the Chinese diaspora overseas.


加国的确有过“排华”,歧视华裔的历史。早在18世纪初期,加国政府通过了人头税法,向华工征收人头税,榨干了那些冒着生命危险,帮助加国建设铁路的华裔工人们的血汗。同时华裔移民也被视作下等居民,不但被剥夺了选举权,也失去了获得专业工作的机会。他们不准许选择律师,医生等行业,也不能参选政客或在政府机构就职。

Yes, Chinese Canadians were subject to discriminatory policies in historical Canada.  Under the institutional racisms in the late 18th century, the Canadian government passed head tax law on Chinese workers, causing significant financial hardships on those who put their lives on the line to help Canada build the railroad. Chinese immigrants were treated as inferior at the time, denied the right to vote or seek a professional career – from practicing law or medicine to holding public office or becoming a government employee.



然而这场华为危机丝毫不会导致加国历史上的这些“排华”行为的重演。今天的加国社会重视族裔平等和多元文化,且加拿大公司都实施了加强不同族裔联系改进种族关系的政策。在华为风暴最为强劲之际,加国一家公司不顾一切而保护弱势中国老百姓的勇敢行为就是这一观点的最佳佐证。

However, none of the discriminatory practices in the past has been brought back by the Huawei crisis. Today, Canadian society embraces racial equality and cultural diversity, and corporate Canada adopts policies that strengthen the friendship ties between different ethnics and races.  A Canadian corporation that has gone out of its way to protect Chinese citizens, at the height of the Huawei storm, has driven the point home.


最近,龚小华一案中检控官向《环球邮报》提出索要信息的要求。该信息涉及中国大陆证人的证词。该案大陆证人曾作证称他们是在中国当局威逼下而做出的不利于龚小华的证词。

In recent months, the Crown prosecutor in Edward Gong’s case had asked the Globe and Mail to hand over information concerning witnesses in China, who made allegations of being coerced to testify against Gone.


《环邮》对此要求予以回绝,并坚定地表示他们有责任和义务保护中国证人的安全,因为一旦将这些证人身份暴露,他们的人身安全将受到威胁。《环邮》以其行动证明加国公司不会让中加两国的外交风暴影响到其履行新闻行业的职业操守。尽管两国政府间政治角斗不断升级,加国媒体巨头仍会全力保护其信息提供者,即那些生活在专制政府铁蹄下的大陆公民们。

The Globe reacted by clearly indicating its firm stance to protect its confidential sources – who were considered at risk in China if identified. It has sent a clear message that the Canadian corporation will not allow the diplomatic tension with China to affect their professionalism. The Canadian media giant will protect its Chinese sources -- vulnerable citizens under a repressive regime, despite Ottawa’s rising political feud with Beijing.


显然,中加两国之间的外交矛盾根本不会对大陆公民和海外华裔产生丝毫影响。如果陈国治试图借此挑起华裔社区对保守党领袖的不满,或欲以“排华”言论引起华社恐慌,那他只能枉费心机了。

The soaring diplomatic tensions between the two countries have no impact on Chinese people whatsoever. Chan's efforts to stir controversy against an opposition leader will bear no fruit, and his fearmongering campaign over anti-China will end in vain.
