中国残酷封城大伤国际形象

Beijing’s draconian lockdown creates a humanitarian disaster

(大中报/096.ca特稿):当大举封城令席卷武汉时,刘梦迪(音译)56岁的父亲不得不发着高烧步行18英里往返医院就诊。此后她父亲的病情急剧恶化,病危之际只得靠呼吸机维持生命。

When quarantine order for coronavirus swept through Wuhan, Liu Mengdi's 56-year old father had to walk 18 miles to the hospital and back to get a diagnose while in the grip of a fever. Her father's condition quickly precipitated into a critical state, relying on a ventilator to maintain breath.

从切断城市交通到大规模控制病患,中国政府采取了一系列严厉检疫措施试图控制新冠病毒的蔓延。身着制服的“民兵”封闭了病患的住所;执勤人士带着红袖章把守了火车站,不准许外地人进城;就连边远的村庄也被汽车和临时障碍物隔离起来。这种大规模的封锁行动前所未有,其覆盖面积之大,影响范围之广,让相当于北美人口总数的6亿人口遭封被禁。

 China adopted a series of draconian quarantine measures to control coronavirus outbreak – from cutting off transportation to mass confinement at quarantine centers. Uniformed volunteers sealed off patients' homes. Train stations blocked people from entering the cities: vehicles and improvised barriers gated off villages in the countryside. The sweeping, radical measures on an unprecedented scale has affected over a half billion people – about the entire population of North America.

中国政府却将这种强制的防疫措施大肆渲染,称其为采取了“最全面,最严格,最彻底的预防控制行动”。中国最高外交官王毅在接受路透社采访时表示,中国建立的联防联控机制如此彻底,如此全面,是史无前例的。他骄傲地宣称,“这是一场全国人民的战争,是一场世界上除中国之外没有任何一个国家能打赢的战争”。

China has put its drastic virus-control efforts into a positive spin, boasting that it has taken the "most comprehensive, stringent, and thorough prevention and control measures". China's top diplomat Wang Yi, in an interview with Reuters, said that a national framework of epidemic control is an unprecedented endeavor which "left no stones unturned". He proudly claimed that this people's war is something that no country in the world, but China can pull it off.



王毅的讲话赢得了中国政府“铁杆”们的支持。大量吹捧张贴蜂拥社交媒体:“讲得太好了。我为中国政府感到骄傲和自豪!”一则张贴写道。但在这震耳的掌声和喧嚣的喝彩背后,却是来自那些深受残酷封城令之害并被冷落遭摈弃的弱势群体痛苦的呻吟和气愤的哀嚎。

Wang's speech earned praises and applauses from Beijing's hardcore supporters. "I am impressed by his speech and proud of the government's actions!" said one of the flattering posts flooded Chinese social media. But drowned out by the loud cheering noises are the moans and screams from a minority group of victims, who are suffering in agony and pain inflicted by the punitive and coercive actions.

濒临死亡的刘梦迪父亲之经历仅仅是这个受害弱势群体的冰山一角。由于被切断了交通,一名艾滋病人无法获取治疗药品;一名被感染母亲的城外唯一亲人无法帮她照顾婴儿;一名大脑瘫痪的男孩儿因父母被隔离而死于居所;一名垂死的病患因叫不来救护车入院而在家自缢身亡。还有数百万早期离开武汉人士在自己国家内沦为过街老鼠,被人人喊打。

The story about Liu's dying father is just the tip of the iceberg. Results from the shutdown of transportation, an HIV patient could not access to her medication, and an infected mother with an infant baby could not get help from her only relative who lived out of town. A boy with cerebral palsy died in his home because his parents were under quarantine. A desperate patient couldn't get an ambulance to the hospital committed suicide. And millions of people left Wuhan earlier are now outcasts of their own country.



这些严厉而激进的封城措施极为残酷而无情。它不仅侵犯人权,限制公民自由,并给那些不幸被困的无辜患者带来难以想象的困境和灾难。但此类封城政策一直是专制政府为掩盖其过失的即兴、便利的服务工具,具有呼之即来,随心所欲的之功效。很难想象尊重人权的国度加拿大会采取这类残忍的措施防控瘟疫,并洋洋得意,大言不惭地四处吹嘘,对此政策下受害群体的遭遇和处境充耳不闻,视而不见。在SARs疫情期,即使轻微的隔离措施也导致违反人权之争议以及有关法庭之争。

Draconian measures are harsh and cruel. It infringes on human rights, civil liberties, and wrecks the lives of those infected through no fault of their own. But they are the easy and convenient tools for the authoritarian government used at its whim to cover its ass. It is unimaginable that the rights-respecting countries Canada would adopt such overbearing measures to curb the virus and then go around bragging about it, totally ignoring the harm it incurred on the vulnerable. Even much more minor quarantines during SARs sparked controversies and led to human rights trials in Canada.
 
但这些惨无人道的防疫政策似乎在中国被广泛接受,很多人认为采取这类措施是非常必要的, 有利于防止病毒传播和扩散。牺牲少数人以维护大多数人的利益,在如此大规模的瘟疫爆发期难道不是非常符合逻辑和自然的选择吗?!

China widely accepts Beijing's action, where many people believe that they are necessary and essential to stop the spread of the virus. To sacrifice the few to save many -- Isn't it the most logical and natural response to an outbreak in this scale?



将老百姓视为每个具有人权,愿望和需要的个体,而不是将其当作可任意摆弄的棋子,甚至达到某种目的的工具是建立一个充满文明,道德和人性的社会的关键。反之,据研究显示,那些在对局面进行“冷静”分析后,为了追求最大化利益而做出不惜伤害少数人之决定者往往会失去信誉,面临信任危机。这就是为什么当一整队火警队员会冒着生命危险去营救一名火灾中的小女孩,当一个行动小组的军人冒着枪林弹雨去解救一名遭绑架的男子时,我们会对他们这种不合逻辑,但却充满人道的行为充满敬仰和钦佩!

Treating people as individuals with their rights, wishes, and needs rather than objects at will or a means to an end is the key to building a society with morality and humanity. On the contrary, according to studies, people who make" rational" choices of maximizing for the greater good – while causing harm to the few would lose credibility and face a crisis of trust. That is why we admire the "illogical" moral actions when an entire team of firefighters risks their lives to save a little girl trapped in a collapsing building, and when a group of soldiers in hail of bullets put their life on the line to rescue a kidnapped man.

因此,当中国发动的毛式抗瘟疫战争殃及越来越多像刘梦迪父亲这样的无辜者时,一场人道灾难爆发,它让中国社会人心涣散,中国的国际形象受损。

As China's Mao-style campaign leaves more victims such as Liu's father high and dry, Beijing's action has created a humanitarian disaster that would erode the cohesion of society and further harm its global image.
