中英对照:解封武汉是向病毒投降,而非抗疫胜利

Lifting lockdown is a sign of vulnerability rather than victory

经过长达两个多月的残酷封城后,武汉终于在4月7日被解封。中国政府借解封之机向世界炫耀在党的领导下,中国已成功地战胜了病毒。而事实上,“解封”并非中国抗疫的胜利标志,反而是其在残酷的病毒面前认输的体现,是中国政府在无情的瘟疫面前缴械投降,高举白旗的象征。

Wuhan, China, was unsealed on April 7, after over a two-month of brutal locked down. The Chinese government has taken the city’s open-up as an opportunity to show the world that under the top leader, China has already beaten the virus.  However, ending the lockdown is a sign of weakness and vulnerability, rather than the claimed victory.  It has shown nothing but a sad reality that China is succumbing to the vicious power of the virus.

中国当局公布的最新数字显示每天仅几十例的新增病案,这与世界上大多数国家水深火热的严峻抗疫现实形成鲜明对比。但虽然中国统计数字将疫情现状描绘得颇为乐观,但这些数字的真实性却引起国际社会的极大怀疑。

The latest updates from Chinese authorities– with only a few dozens of newly confirmed cases each day, are in sharp contrast to the raging crisis experienced in the rest of the world. While the numbers paint a rosy picture of the situation in China, they have sparked considerable skepticism from the international community.

三月中旬,中国政府连续数天公布“零”增长案例。但当国外机构对此提出质疑后,中国卫健委(NHC)不得不于4月7日透露其日前公布数字“漏报”了1541个无症带毒者。据《南方早报》的报道,在2月底,中国漏报的无症带毒病案高达43,000例。

China reported zero new cases for several consecutive days in mid-Mar.   After the reliability of the report sparked scrutiny from foreign countries, the NHC reluctantly revealed on April 7 that it has 1541 asymptomatic positive cases skipped from its previous releases. According to the South Morning Post, there were more than 43,000 positive but symptom-free cases not reported in China by the end of Feb.



同时,中国政府公布的带症病案也遭到质疑。据香港广播公司称,一名武汉居民指控医生拒绝对带症病患进行测试。同时日本共同社报道,武汉当地医生指控在习访问之前,其就职医院篡改病案数据。更有甚者,从国际人权组织VOC获得的信息,中国的测试盒普遍认为结果不准,其错误率高达80%。

Meanwhile, China is also under suspicion of underreporting symptomatic cases. A Wuhan resident accused the doctors of refusing to test patients showing symptoms, according to Hong Kong broadcaster. At the same time, Kyodo News in Japan reported that a local doctor alleged the manipulation of the numbers in her hospital before Xi’s visit in early Mar. Moreover, the test kits from China are notoriously unreliable, with error rates spiking to 80%, according to information from VOC – an international human rights organization.

在武汉居民喜庆解封之际,中国各地仍不断有新疫情爆发。中俄边境的黑龙江绥芬河镇因疫情被封,居民不准许离开家门,镇上所有商家被令关闭,同时一家600个床位的临时医院正在修建之中。推特张贴称广州三元里也因疫情爆发而被封。武汉的多个社区因担心二次爆发疫情仍处于隔离状态。

As Wuhan people celebrate the resumption of ordinary life, the outbreaks of the virus continue to erupt in several parts of the country. Suifenhe, a remote border town in Heilongjiang, is entering a lockdown, with people ordered to stay home, businesses closed, and a 600-bed isolation hospital under construction.  Posts on Twitter said that a new surge of cases in Sanyuanli, Guangzhou led to the lockdown of the town.  Concerns about the second wave of infection have kept multiple communities in Wuhan under quarantine.

但中国当局在控制瘟疫的同时却四面楚歌,面临来自多方面的危机。严厉的封城让经济遭受重创,服务和制造业瘫痪,失业率飙升。许多低收入工人因断粮而食不果腹,大批农民工因积蓄耗尽拿不出返工路费而不得不求助于朋友和乡邻。

But the Chinese authority faces a crisis at multiple fronts as it scrambles to contain the pandemic. The stringent lockdown has shattered the economy, dealing a heavy blow to the service and manufacturing sector and sending unemployment rate soaring. Many low-income workers with dried-up financial sources are struggling to put food on the table, and a large swath of migrant workers with depleted savings are unable to travel back to work without begging for help from friends or neighbors.



被经济危机推向贫困深渊的劳工阶层是中国政府的软肋,其愤慨情绪是社会不安的诱因,酝酿着让当局最为恐慌的噩梦。广州绝望之中的工人走上街头要求提供工资补贴,武汉小企业主示威要求减租。在中国社交媒体微博发布的但很快遭封的一则视频显示,武汉店主们在警察的监视下高举“活不下去”的标语牌。

The acute economic pain has pushed workers to the breakpoint, brewing the most threatening nightmare for the regime – social unrest. Desperate workers in Guangzhou marched on the street to demand subsidy, and small shop owners in Wuhan asked for a cut in rent. In a quickly censored video uploaded on China social media Weibo, shop owners hold placards that said “Can’t survive,” while being monitored by the police.

中国政府并非因已控制住了疫情而解封武汉。事实上,在疫情所带来的各种危机和棘手困境面前,解封是其无奈,且唯一的选择。虽然中国仍被疯狂的疫情困扰,而对此了如指掌的当局却不得不向病毒恶魔拱手认输,缴械投降。但这场人与疫情的残酷搏杀没给虚荣心和控制欲留有任何余地。中国当局应当做的是承认其无力和软弱,而不是吹嘘虚无缥缈的胜利。

Ending the lockdown isn’t a logical reaction to a situation under control but an involuntary decision under the threat of a continuously burning crisis.  Even with the full knowledge that the virus still haunts the country, China can no longer afford the standstill and had no choice but to lift the lockdown. But the vicious war against the insidious virus leaves no space for the illusion of victory or glamour of power. Admitting its vulnerability instead of touting a success is the only right thing for the regime to do.
