Sending armed forces to quell civilian protest is a normal practice for an authoritarian regime. However, the U.S. president ordered the military to crack down on the widespread demonstrations in the U.S. following the police killing of a black man. But Trump's order pushed Pentagon officials over the edge. After two days of a contentious standoff with his military men, Trump backed down from his previous order and sent 82nd Airborne Division troops home. Trump's concession underscores a stunning reality in the U.S. that even the most powerful man cannot crush the democratic voice poised to protecting its Constitution.

Trump threatened on last Monday night to invoke the Insurrection Act of 1807 and to deploy active-duty U.S. soldiers to Washington. The move highlights the authoritarian President's beliefs in ending protests through violent suppression, and his desperate attempts to strengthen his image ruined by his ineffective COVID 19 response. "When the looting starts, the shooting starts," he twitted, which echoed his comments a few months after Beijing's crackdown on Tiananmen protests. "They (the Chinese government) were vicious, horrible, but they put it down with strength. That shows you the power of strength," he told Playboy magazine back then.

However, in a society where the respect for Constitutional rights is deeply ingrained, the President's unruly authoritarian desire faces restraint. His impulse to deploy military had elicited strenuous opposition from the Pentagon officials. The U.S. military, the most trusted institutions in the country, won't massacre protesters, as Chinese troops did. In the wake of Trump's order, James Mattis, former defense secretary, denounces the President, describing him as a threat to the Constitution. "We must reject and hold accountable those in office who would make a mockery of our Constitution," said Mattis, and his extraordinary condemnation against the President has drawn widespread appraises.

国防部长埃佩斯上周三将1600名空降兵的700名遣送回家，惹火了川普，总统大骂国防部长是饭桶。但即使顶着当场被川普解雇的威胁，埃佩斯还是站在参谋长联席主席米利尔将军一边与胡作非为的川普对着干。米尔利在给五角大楼高级官员的一封信中写道：“美国军人都曾发誓要捍卫宪章赋予美国人的言论自由和和平抗议之权利。”

The defense secretary Mark T Esper's ordered sending 700 of 1600 airborne soldiers home on last Wednesday, which enraged the President, who dismissed him as weak. Despite Trump's threat to fire him on the spot,  Esper joined Gen. Mark A. Milley, chairman of Joint Chief of Staff,  to stand up against the President's brazen action. "U.S. military members all swear an oath to defend the Constitution that gives Americans the right to freedom of speech and peaceful assembly," wrote Milley in a message to senior pentagon officials.



曾在奥巴马内阁任职前国防部长的帕内塔也加入反抗川普阵营。他表示：“考验国防部的时刻到来了！军队是否该独立于政治而着眼于保护国家安全，还是简简单单地不问青红皂白成为总统的枪杆子，我们应该做出明智选择。”

Former defense secretary under Obama Leon E. Panetta also joined the anti-Trump coalition. "This is a critical moment to decide whether the Department of Defense is going to be independent of the politics and focus on its principal role of defending national security or simply going to become a political arm of the president," said Panetta.

In the democratic country U.S., citizens are not enemies but a dominant pillar of the state, and to protect their constitutional rights is a deeply ingrained commitment by American society. Any attempt to subvert the Americans' highly valued democracy is destined to fail.  Using the military to crack down on the civilian population is abhorrent, repugnant, and reckless power abuse.  When Trump agreed on Thursday to begin sending 82nd Airborne Division troops home, democracy in the U.S. has reached a new high, and Americans claimed another major victory on their constitutional journey. They've achieved it through a courageous and relentless battle unimaginable for a country under an authoritarian regime.
