中英对照：加拿大应立即向香港难民敞开大门

中国政府推出的新国安法在香港掀起新一轮恐慌浪潮，促使大量向往民主的香港居民寻求到自由国度避难。但加拿大尚未制定任何政策给香港居民提供一个快速，直接移民途径。渥太华迟迟不向来自前英国殖民地的香港之难民敞开国门。这种吞吞吐吐，举棋不定的做派将坐失吸收大量民主斗士、壮大加国民主阵营之良机。

China's new national security law intending to stamp out Beijing's dissidents has devastated Hong Kong people and pushed them to flee the region in droves. But Canada, one of the ideal destinations for Hong Kong immigrants, hasn't yet provided any special measures for them to seek refuge in Canada. By dragging on its feet, Canada is missing out on embracing a vibrant pro-democracy force from the former British colony.

为逃离中国政府的铁拳而寻求国外避难的人士对自由和民主有着强烈的期待和向往，且通常持有与加国一致的政治价值观。30年前，许多从天安门广场坦克下逃生的中国留学生获得了加国的永久居留身份，而这些人至今仍是影响加国民主进程的斗士。中国民运领袖盛雪就是在天安门事件后移民加国的。自此她一直投身于推进中国民主事业，举办各种集会，抗议活动，游说加国政府，并帮助政治避难者获取加国难民身份。著有描述天安门事件具体经过的华裔作家王芫，也是在亲身目睹了中国军队对学生抗议活动的残酷镇压后逃往他国的。

Asylum seekers who fled Beijing's control are enthusiasm about freedom and democracy and hold political views that align with Canadian values. Thirty years ago, many Chinese students, who obtained permanent resident status in Canada after escaping from Tiananmen Square, have remained influential democratic voices in Canada.  Sheng Xue, one of the leading advocates for Chinese democracy, came to Canada in the aftermath of the Tiananmen protests. Sheng has thrown herself into the burgeoning Chinese democracy movement since she landed in Canada, leading rallies, lobbying government, and helping fellow activists with their asylum cases. Anna Wang, a Chinese Canadian writer whose book provides a vivid account of Tiananmen protests, also fled the authoritarian regime after witnessing the brutal crackdown.

今天，成千上万欲逃离中国政府统治的香港居民都是民主斗士。他们要求公民自由，舆论自由和司法独立。他们信奉法律至上和维护人权，并坚决抵制中国政府的打压和控制。在2014年的雨伞运动以及2019年的反送中运动中，他们与中国政府进行了长期而不懈的较量，充分显示出他们在捍卫民主，争取自由的斗争中的坚韧和毅力。

Today, hundreds of thousands of Hong Kong people running away from Beijing's regime are pro-democracy activists. They demand civil liberty, free press, and judiciary independence. They value the rule of law and human rights and stand up to Beijing's repression and control. Protesters in the umbrella movement in 2014 and the anti-extradition law movement in 2019 all engaged in prolonged and relentless battles over Beijing's deepening reign over the region, highlighting their strength and resilience in fighting for freedom.



香港居民的民主激情与大陆人士对专制政府的狂热信奉形成鲜明之对比。许多来自中国大陆的新移民高呼其忠诚于祖国将誓死捍卫专制政府，并坚决支持北京镇压香港民主抗议。有些人走上多伦多街头集会抗议香港示威，而另一些人则在风景秀丽的温哥华高举国旗大唱国歌以示其效忠于北京。随着对异见人士的仇恨心态加剧，一些中国政府的追随者以恐吓，威胁，辱骂等手段对待持异见者，甚至向其施以死亡威胁。

Hong Kong people’s passion for democracy has put Mainland Chinese’s fervent love for its government in strong contrast. Declaring themselves as guardians of the Chinese flag, many newcomers from China embrace authoritarianism and support Beijing’s crackdown on Hong Kong protests. Some took to Toronto streets to rally against Hong Kong supporters while others pledging allegiance to Beijing in Vancouver by waving Chinese national flags and signing national anthems. With growing intolerance for dissidents, some of the pro-Beijing supporters began to inflame hatred, hurl profanity and send death threats to those who fight for democracy.

随着专制政权在国际上日益猖獗并进一步威胁民主制度，在加国隐现的反民主浪潮引入担忧。如果不加以遏制让其泛滥，这股反民主势力将威胁加国政治体系，损害加国司法独立，并会对持不同政见者的人身安全造成威胁。

As strongman rulers increasingly seize power globally and impose a significant threat to democracy, the emergence of anti-democratic force in Canada is a troubling sign. If allowed to grow rampantly, it will threaten our political system, undermine our judiciary independence, and endanger those who dare to speak out against China.

民主是加国社会体系的基石。如果加国欲稳固加国民主制度并在国际社会中推进民主进程，则必须有效阻止非民主势力的滋生，强化其民主阵营和壮大民主力量。逃离中共铁拳的香港移民们是最勇敢，最强劲的民主斗士，他们有志于维护加国民主，支持加国法律至上的准则，并挑战中国政府的势力扩张。他们的到来将为加国民主事业发展和民主制度的稳定和壮大做出杰出贡献。加国应该欣赏他们的精神和奉献，并立即向他们敞开国门。

Democracy is a fundamental pillar of Canadian society. If Canada wants to advance democracy in the world, it needs to keep the undemocratic characters in check, empower the pro-democracy camps, and strengthen our democratic forces. Asylum seekers from Hong Kong are the bravest fighters to support the rule of law, guard our democracy, and stand up to Beijing’s powerful influences. They will be valuable resources in our democracy cause and great contributors to a healthy society.   We need to recognize their values and contributions and recruit them to Canada -- now.
