中英对照:WE慈善为什么会把中国式腐败行为搬到加拿大?

Corruption scandals will grow if Canada continues to succumb to Beijing's influence

随着加拿大的WE慈善机构丑闻曝光,该机构与加国权利人士之间的亲密关系也暴露于镁光灯之下。但通过贿赂政府要人拿到利润丰厚的合同的做法在腐败国家屡见不鲜,而在中国更是司空见惯。但这种行为在加拿大的出现在让人非常担忧和匪夷所思:为什么一个加国的慈善机构会以中国的方式从事其商业活动?

WE Charity's close ties to top Canadian leaders are under heightened scrutiny as its corruption scandal increasingly grabbed headline news. Securing lucrative business deals by bribing powerful government officials is a business norm in corrupted countries and more prevalent in China. The emergence of such a business practice in Canada is concerning. It raises the question of why a Canadian charity organization would engage in business activities in a Chinese style.

WE慈善一个财务状况不佳和管理方式不善的机构。但特鲁多内阁政府却在没有竞标的前提下,将一笔$9.12亿元的加拿大学生服务补助项目(CSSG)合同赠与WE慈善,该项目旨在为每名在疫情期间的提供志愿服务的学生提供$5000的资助。WE慈善将因执行该合同而获得一笔$4300万元的高额管理费。但如果了解该慈善机构创始人与特鲁多政府间的“礼尚往来”,渥京的做法就不会让你大跌眼镜了。

Trudeau's cabinet granted WE Charity – an organization with shaky finances and questionable governance -- a contract to administer the government's $912 million Canada Student Service Grant (CSSG) that offered $5000 to students' volunteer work during COVID-19 pandemic. WE have received a stunning $43 million for administrating the contract – without a bidding process. Ottawa handing such a highly profitable business deal over to a charity with a dismal record isn't surprising, given the close personal ties between the charity's founders and the Trudeau government.

WE Charity offered high-priced speaking engagement deals to PM's mother, wife, and brother and built a long personal relationship with PM Trudeau. It has invited the PM to the WE event since he came to power while his wife held a podcast for the charity. WE Charity has also dinned and wined Finance Minister Morneau with a traveling trip in 2017 worth $100,000, who repaid the sums under pressure. The charity organization has also maintained deep ties with corporate elites and celebrity backers, with donations poured in from high-powered people.



勾结权利人士是中国经商的典型方式。中国商界普遍是通过在巴结高官,奉承高层获得商业机会的。且给高官们提供“灰色收入”也是中国商场的家常便饭,为中国政府造就了大批富得流油的两会要员,其总收入高达$4930亿美元。在中国商界,“假日贿赂”(既包括酒肴,大餐和免费旅游等)更是商家们司空见惯,屡见不鲜的伎俩。

Building up connections with friends in high places is a typical way of doing business in China. In that country, business etiquette is to build closely-knit personal relationships with people who wield considerable power of influence. Offering "gray income" to top-ranked officials is one of the most common practices that helped create many well-heeled parliamentarians in China with a combined wealth of $493 billion. "Holiday corruption" -- bribes given in the various forms – including wine and dine and all expenses-covered trips- is a widely embraced practice in China's business world.

WE Charity's alleged cozy relationship with China explains why the Canadian charity mimicked and mirrored China's business practice. According to National Post, Craig Kielburger, the WE's founder, and his brother Marc Kielburger have allegedly forged close ties with China under the scheme of UFW. Both WE Charity and its for-profit partner Me To We and are active in China, running joint ventures project catering to affluent Chinese school children.  Craig Kielburger is a prominent figure in China, whose 2008 book earned acclaim from the government's mouthpiece CCTV and China Daily. He received the honor as "a friend of China" while his brother was the guest of the Chinese ambassador to Canada at the Ottawa embassy in 2015.



加国政府不得不取消了WE Charity的学生资助项目,且很多商业机构都纷纷退出了与WE的合作项目。在加拿大民主国家,商业腐败和政府不良作风都逃不过公众监督和媒体曝光,这一点与专制政府所掌控下的黑暗现实形成鲜明对比。但是如果加国政府和企业不断屈服于中国的操纵和影响,腐败风气就会在加国不断上升,并日益猖獗。

Ottawa canceled the charity's CSSG program and many of the charity's corporate sponsorship ended after the scandal's exposure. In democratic Canada, corporate corruption and government wrongdoings can hardly fall off the radar or escape from the media and public scrutiny, a sharp contrast to the dark reality under an authoritarian regime. However, corruption scandals will grow in Canada if Ottawa and corporate Canada continue to succumb to Beijing's manipulation and influence.
