The current “Lockdown” in Ontario has been implemented for a while and starting this week, we seem to be making some progress from this effort. While we are cutting down all our non-essential trips outside of our homes, many other actions are implemented with the essential services providers.

The Ministry of Labour, Training and Skills Development (MLTSD) has announced the expansion of their inspection campaign to include a wider range of essential businesses and efforts. Since January 20, more than 300 provincial offences officers – a combination of MLTSD inspectors and other authorized enforcement bodies, such as local police officers and bylaw officers are visiting a variety of workplaces currently permitted to be open, such as:

·Retail establishments, including big-box stores
·Restaurants providing take-out meals

Inspections have included the jobsite/work area, as well as employee "off-the-clock" common areas where behaviours can become relaxed, such as breakrooms and lunchrooms, where transmission between workers can occur.

MLTSD also published a COVID-19 Safety Checklist for Workplace. Employers have been using this checklist to make sure their COVID-19 workplace safety plan contains key elements to help protect workers, customers and the general public.

The following is an excerpt from this Safety Checklist:

1)In order to eliminate or reduce contacts, in-person interactions should be reduced as much as possible. Employees can be required to work from home for all tasks that can be done remotely; operate virtually using the internet, including client services; set up processes for contactless transfer of items where possible, including during curbside pickup and delivery.
 
2)如果工作场所无法避免人与人的接触,雇主要采取措施避免让已经被新冠感染的或与新冠病人有过接触的人进入工作场所。雇主要采取措施对员工、顾客进行体检,包括让员工和顾客回答是否有新冠症状和有无外出旅游。
 
2)Decrease the risk when contacts are necessary by Keeping people who are infected or exposed out of the workplace. Put a screening process in place using the tool(s) appropriate for your organization, such as: worker, employee, and customer COVID-19 screening done through the asking of a series of questions regarding symptoms and travel history.

Employers should prepare for when workers must self-isolate and plan for how they will manage their operations without them. Plans must be made to support workers who must self-isolate (for example with flexible scheduling, information about leaves and financial support).

Limiting the number of people in the space of the facility; open up more space by using and repurposing all available indoor and outdoor areas at the facility; rearrange or remove furniture and fixtures to maintain separation; install shielding barriers such as plexiglass where practical. Other ways of achieving this would be to keep a distance of two metres between people; assign workers to workstations that are at least two metres apart; place floor markings to show people where to line up inside and outside; and to schedule tasks, shifts and breaks to reduce the number of people sharing the same spaces and how long they are there.

4)Use of masks to curb transmissions: Employers can provide instruction and supervision to ensure all workers wear masks properly and consistently, including rules for their removal while eating and drinking. Employers can also select appropriate masks for the workers; ensure clients/patrons/public wear masks properly and consistently; consider providing or selling masks to those who don’t have one; and instruct supervisors on how to enforce masking.

It is also necessary to provide service in alternative ways to customers who cannot wear a mask; ensure workers wear appropriate COVID-19 personal protective equipment (PPE) for all tasks where the worker is or may be within two metres of an improperly or unmasked person.
