The movement against racism and excessive violence perpetrated by police against Black and Indigenous people has been growing for a few years. Last week, the horrific discovery of 215 children buried in an unmarked grave at Kamloops Indian Residential School in Tk’emlúps te Secwépemc First Nation territory, has renewed nationwide debate about statues and place names honouring historical figures who contributed to colonialism.

In the City of Toronto, the process to evaluate the renaming of Dundas Street Downtown has gone on for almost a year. In June 2020, the petition requesting that “Dundas Street be renamed” was initiated because the street was named after Scottish politician Henry Dundas, who is accused of being instrumental in delaying the abolition of the Trans-Atlantic slave trade, causing more than half a million more Black people to be enslaved in the British Empire.

In September 2020, City Council directed staff to conduct research and consultation to recommend a response to the petition, and to inform a new approach to commemorating public figures and events in place names and monuments. To better reflect the broader scope of work beyond Dundas Street, this project is being called the “Recognition Review”.

Council has also directed that staff conduct a broader review of the City's commemorative policies, programs and assets, with the objective of developing a new commemorative framework for Council's consideration. The petition to rename Dundas Street has been the most prominent example of public calls for change about how the City commemorates historic figures and events in Toronto. However, other commemorative street and place names have also been critiqued for honouring subjects that are linked to systemic racism and colonialism. A new commemorative framework will help guide the City's decision-making on the range of responses and possible actions related to existing assets (for example, renaming streets, reinterpreting monuments, or concluding that no further action is required). It will also lay the foundation for a more inclusive and community-centred approach to naming and commemoration in the future.

This new information supplements previously posted public resources including a reading list prepared in partnership with the Toronto Public Library, and will serve as background for the upcoming report.

While this action is singularly focused on the righting of historical wrongs or “political correctness” in the eyes of some critics, it has not given too much thought on the commercial impact of its consequences. About a decade ago, the (then) town of Markham wanted to rename part of Highway#7 running through its territory to “International Drive”. This effort failed after businesses expressed their concern over the tremendous costs involved in changing their stationery, signage, promotional materials, and websites.
