"I thought I'd have a safe, happy life in Canada… but CCP was already here," Shengxue, a Chinese Canadian and a leading advocate for Chinese democracy who escaped from China in the aftermath of the Tiananmen Square Massacre, told the Times in 2019. Sheng was referring to the CCP's online harassment targeting dissidents through emails and online posts. But Beijing's campaign to suppress dissidents living in Canada has quickly expanded from digital assault to physically conducting threatening activities—including sending covet agents overseas and opening police stations abroad.

China's fox hunt operation launched in 2014 sent undercover security officials abroad to silence Chinese Canadians critical of China. The illegal operation employed sophisticated tactics, putting those rebelling against the CCP in crosshair -- from ethnic Chinese and Taiwanese to Tibetans and Uyghurs to Hong Kongers and Falun Gong practitioners. They roamed coast to coast, tracking individuals from quiet housing tracts to suburban chain restaurants to immigrant business districts. They used the targets' families in China as leverage, seizing their family assets and harassing, torturing, and jailing their family members. They even resorted to flattery, money, and romantic entanglements to push their agenda. The operation intends to assert Beijing's control over political opponents abroad, sending a strong message that no one is beyond the reach of China.

The FBI charged nine people involved in China's fox hunt operation in the US in 2020 and arrested five, making efforts to push back against the rogue practices. But apart from admitting the national security concerns brought by China's operations, the Canadian authorities have taken little action. To tap into the commercial interest of China as the world's largest market, Ottawa seems willing to turn a blind eye to Beijing's brazen intrusion. Ottawa's indifferent attitude has sparked heated reactions and criticisms from foreign affairs experts. "Canada has become China's chewing toy," said Charles Burton, a former diplomat at Canada's embassy in Beijing. Despite China's regime's years of actions flouting Canadian law and sovereignty, "there have been no arrests or any expulsion of any Chinese diplomats who might be co-coordinating this kind of thuggery."

Ottawa’s inaction has encouraged the regime to take its illegal presence in Canada to the next level. According to NGO, the Fuzhou Public Security Bureau has established more than 50 "overseas police service centers" in cities worldwide – including three publicly documented ones in Toronto, home to Canada's most prominent Chinese diaspora. These operations "eschew official bilateral police and judicial cooperation" and show the worrying growth of "transnational repression" and "long-arm policing" by the Chinese Communist Party (CCP), SafeGuard Defender's report said.

Chinese Canadians who fled their hometowns for freedom in Canada are in the most significant harm's way of China’s growing assertiveness and intrusions. Finding the Chinese police stations in their backyards has shocked many into disbelief. "This is the first time I have seen a foreign government's police department publicly establishing a branch here [in Canada]. … I find it very absurd," said Gloria Fung, president of Canada-Hong Kong Link. Unfortunately, those who refuse to pledge allegiance to Beijing and exercise their freedom of speech in Canada have to live in fear and danger as the Canadian authorities continue to overlook China's effort to extend the grip of its Orwellian police state in Canada.
