Opinion (Chinese-English): From Silence to Exposure: Ottawa Confronts Beijing’s Interference

2021 年,保守党议员赵锦荣(Kenny Chiu)在联邦大选中敲响了警钟。他在微信上掀起的一场抹黑行动中成为牺牲品,他被描绘成与社区脱节的"反华"人士,赵锦荣在此次大选中失去了议席。然而,渥太华几乎没有采取任何行动:既没有官方确认及点名相关微信账号,更没有公开宣称有人操纵华文社交媒体平台来影响加拿大华裔选民。

In the 2021 federal election, Conservative MP Kenny Chiu sounded the alarm. He said he was the victim of a disinformation campaign on WeChat that painted him as anti-Chinese and out of touch with his community. Chiu lost his seat. Ottawa, however, did little. There was no official confirmation, no naming of accounts, and no public acknowledgment of how Chinese social media platforms were being manipulated to influence Chinese Canadian voters.

A very different story unfolded in 2025. During the recent federal election, Ottawa’s election-security task force, SITE, went public in unprecedented detail. It not only confirmed that a coordinated disinformation operation was underway on WeChat — it named the account in Chinese, 有理儿有面 (Youli-Youmian), and linked it to the Chinese Communist Party’s Central Political and Legal Affairs Commission (CPLAC). For the first time, Ottawa even published an official backgrounder on the government’s website — in both English and Chinese — identifying the account and describing its tactics. The report explained how 有理儿有面 initially amplified flattering narratives about Prime Minister Mark Carney’s tough stance with the United States, only to pivot weeks later to undermining his credentials and experience. According to SITE, the content was not organic but spread through orchestrated, inauthentic amplification designed to target Chinese-speaking Canadians.

这绝不是一份普通的网络技术通报。渥太华实际上是公开“点名并揭露”了一个来自中国政府的宣传账号。渥太华官员们表示,他们将与微信的母公司"腾讯"直接联系,并强调卡尼作为总理候选人的选举正受到外国国家机构的刻意操纵。对于长期以来只听到干预传闻、却鲜少看到官方行动的加拿大华人社区来说,渥太华的行动无疑让人耳目一新。

This was more than a technical briefing. Ottawa effectively “named and shamed” a Chinese propaganda outlet. Officials said they would raise the matter directly with Tencent, WeChat’s owner, and pressed the point that Carney’s candidacy was deliberately being manipulated by a foreign state organ. For diaspora audiences long accustomed to whispers of interference but little visible action, this was a striking departure.

渥太华怎么会有这180度大转弯?其背后有多个因素使然。渥太华已不得不认识到对外国干预,特别是赵锦荣事件不作为之态度所造成后果。渥太华在2021年的沉默已给加国人士造成错觉,那就是外国政府针对华人社区的干预不会有任何后果。因此,在2025年的今天,渥太华已无法再度等闲视之,让类似事件重演。与此同时,2024 年国会通过了《反外国干预法案》(C-70),扩大了调查权力,并设立了外国代理人登记册,为渥太华更强硬的态度铺平了道路。而且,这次干预的对象是直直言不讳地将中国视为地缘政治与干预威胁的,并竞选加国总理的卡尼,这一事实也进一步促使渥太华采取行动。

Why the change? Several factors converged. Most importantly, the scars of previous inaction — most vividly in the Kenny Chiu case — had grown too deep to ignore. The government silence in 2021 left many Canadians convinced that disinformation could target Chinese-speaking communities without consequence. By 2025, Ottawa could not afford a repeat. The passage of the Countering Foreign Interference Act (C-70) in 2024, which expanded investigative powers and created a foreign agent registry, also paved the way for a stronger response. And the fact that the target was the sitting Prime Minister, who himself has been outspoken about China as a geopolitical and interference threat, further reinforced Ottawa’s decision to act.

毋庸置疑,渥太华的转变具有深远意义。通过公开点名、将责任归咎于中共机构,并承诺直接与腾讯交涉,加拿大政府已从过去的沉默默认转向公开问责。这不仅是对中国政府的回应,也是向加拿大民众——尤其是海外华人社群——发出的明确信号:加拿大政府不再把外国虚假信息当作党派纷争中的附带问题,而是视为对民主的实质性威胁。

What is clear is that Ottawa’s reaction marks a watershed. By naming names, attributing responsibility to a CCP organ, and pledging to confront Tencent, Canada has shifted from cautious acknowledgment to public accountability. It is a message not only to Beijing, but to Canadians — especially those in diaspora communities — that the government is finally willing to treat foreign disinformation as a threat to democracy, not as a partisan inconvenience.

赵锦荣(Kenny Chiu)事件带来的教训令人痛心:沉默只会助长操纵。若渥太华能够坚持这一立场转变,加拿大的选举才会真正属于其公民和民主进程,而不会沦为怀有威权野心的外国势力的工具。

The lesson from Kenny Chiu’s experience remains painful: silence empowers manipulation. Ottawa’s new stance, if sustained, could help ensure that Canada’s elections belong to its citizens, not to foreign actors with authoritarian ambitions.
