英国脱欧十年后的教训,或许给对是否脱离加拿大争论不休的阿尔伯特省敲响了警钟,即阿省将为前途未卜的政治命运付出昂贵的代价。

Ten years after Brexit, Britain offers an important lesson for Albertans contemplating separation from Canada: political uncertainty can be expensive.

对英国而言,脱欧最大的经济代价,并不仅仅是退出欧盟后新增的贸易壁垒,而是失去的潜在投资机会。由于市场准入、监管制度和未来政策长期存在不确定性,许多企业推迟扩张计划,将资金转投其他国家,甚至完全放弃了在英国投资。

The biggest economic cost of Brexit was not simply the trade barriers that followed Britain's departure from the European Union. It was the investment that never arrived. Faced with years of uncertainty over market access, regulations and future government policies, many businesses delayed expansion plans, redirected capital or chose to invest elsewhere.

阿尔伯特省必须引以为鉴。

Alberta should pay attention.

The irony is that separatist sentiment is rising just as Prime Minister Mark Carney's government is moving to fast-track major energy infrastructure projects. For years, Alberta complained that Ottawa was blocking pipeline development. Today, the federal government appears more willing than it has been in decades to support new export infrastructure.

但如果阿省一味要求独立,这些机会就会丧失殆尽。

Yet a serious push toward separation could place those very opportunities at risk.

对于准备向输油管道、油砂项目及相关能源基础设施投入数十亿加元的投资者来说,独立将意味着一连串新的不确定性:输油管道一旦跨越国际边界,目前获得的审批是否仍然有效?运输费率会否改变?原住民权益、贸易协议以及监管制度又将如何重新界定?

Investors considering multi-billion-dollar commitments to pipelines, oil sands projects and related infrastructure would suddenly face new questions. What happens if a pipeline crosses an international border? Would existing approvals remain valid? Could transportation tolls change? How would Indigenous rights, trade agreements and regulatory oversight be handled?

英国脱欧充分说明,政治前途未卜的经济代价十分高昂。脱欧后,英国并未停止与欧洲的贸易,但许多投资者却选择了观望。部分金融机构将就业岗位和投资从伦敦转移至法兰克福、巴黎和阿姆斯特丹。汽车制造商本田和日产也多次表示,脱欧带来的不确定性是影响其投资决策的重要因素。许多依赖欧洲统一市场的企业,则将新增投资和扩张计划转向欧盟国家,而不是英国。

Brexit demonstrated how costly such uncertainty can become. Britain did not stop trading with Europe after leaving the European Union. But many investors chose to wait. Some financial firms shifted jobs and investment from London to Frankfurt, Paris and Amsterdam. Auto manufacturers such as Honda and Nissan repeatedly cited Brexit uncertainty when making investment decisions. Companies that depended on seamless access to European markets increasingly chose to expand inside the EU rather than in Britain.

阿尔伯塔应该认真思考其独立是否也会带来类似的后果。即使成为一个独立国家,阿尔伯塔仍将高度依赖加拿大和国际市场,仍然需要依靠穿越邻近省份的输油管道将石油运往海外。政治版图或许可以改变,但地理位置不会改变。

Alberta should ask whether separation could produce a similar effect. An independent Alberta would remain heavily dependent on access to Canadian and international markets. It would still need pipelines crossing neighbouring jurisdictions. Political borders may change, but geography does not.

输油管道等重大能源基础设施项目,最终仍需依赖养老基金、基础设施基金及能源企业投入数十亿甚至数百亿加元的私人资本。就在渥太华加快审批、积极吸引私人资本建设新的能源出口基础设施之际,阿尔伯塔若推动独立,制造宪政前景的不确定性,无异于为这些大手笔投资增添重大风险。

Major pipeline projects will require billions of dollars in private capital from pension funds, infrastructure investors and energy companies. At a moment when Ottawa is accelerating approvals and trying to attract investment into new export infrastructure, the last thing Alberta may want is to inject constitutional uncertainty into those decisions.

英国脱欧带给我们的启示,并不是说分离绝不可行,而是政治上的独立并不能摆脱济规律的制约,反而只会让问题变得更加复杂。

The lesson from Brexit is not that separation is impossible. It is that political independence does not eliminate economic realities. More often, it complicates them.

如果阿尔伯塔的目标是吸引投资、扩大能源生产和建设新的能源出口基础设施,那么增加该省政治前途风险绝不是明智之举。

If Alberta's goal is to attract investment, expand energy production and build new export infrastructure, introducing uncertainty about the province's future may be the last thing it needs.
