Why Tory failed to capitalize on Liberals' woes to form the government

Trudeau failed his bid for a majority government after calling an unnecessary election during a raging pandemic. But the election results were unable to deliver the goal expected by the Conservative leader. Despite efforts to move the Conservatives towards the center, O'Toole's doubtful promise to boost vaccination uptake, particularly his rejection of mandatory vaccination, has caused concerns from the electorate, failing to convince many pro-science voters to cast their ballot in favor of his party.

Mandatory vaccination was a dominant election issue as Covid continues to wreak havoc in the country, causing tens of thousands of deaths and widespread devastation. Meanwhile, the public health crisis has put our faith in science to the test. As demand for mandatory vaccination soars, tensions between public health measures and civil liberty grow to new heights. The US anti-vaccine movement has gained momentum as vaccine rejection becomes a badge of allegiance to the Conservatism. The vaccination rate stalled after far-right political leaders in the US – from Congressmen to state governors – questioned the vaccines' safety and condemned public health restrictions –including masks and social distancing requirements as violating individuals' health freedom.

The anti-science aggression south of the border has spread to Canada through social media, driving up far-right sentiment across the country.  Protesters in Canada have rallied in several provinces – from Alberta to Ontario, decrying the vaccine passport and lockdown restrictions as authoritarian measures and expressing their profound dissatisfaction over "the loss of rights and the medical freedom." Signs of insurrection emerged as they blocked the entrance of medical facilities, physically assaulted healthcare workers, and abused some patients' right to seek urgent care.

Facing the pressure from his right-wing political base, the Alberta Premier had rejected the scientific warnings of the Delta variant's danger and canceled all restrictive measures when the province's vaccination rate was the lowest in the country.  The anti-science movement has imposed an alarming threat to public health and safety. When the average number of daily deaths in the US exceeds 2000, surging cases pushed the healthcare system in Alberta to the brink of collapse, forcing hospitals to make heart-wrenching choices of who lives and who dies.

The growing far-right forces and Canada's escalating public health threats have demanded leadership with a solid pro-science mandate. But O'Toole has failed to assert himself as the real leader to take the country to the pandemic victory.  He lacks a solid plan to back up his 90% vaccine rate claim and avoided mentioning Alberta's crisis during his campaign. The Conservative leader has refused to adopt the vaccine passport -- a powerful tool to prevent the catastrophe Alberta faces, trying to pander to a chunk of his anti-vaccine and vehemently anti-mandate Conservative base.

O'Toole's lack of a solid will to push through a pro-science agenda has played into the hand of the Liberals' leader, who expressed his resolution to boost the vaccine uptake. By vowing billions of funding to support provincial vaccine passports and requiring mandatory vaccination for government workers and travelers, the Liberals follow the wish of most Canadians on the vaccine policies. Despite the widespread criticisms over Trudeau's unpopular move to call the election, the Conservatives failed to capitalize on the rival's woes and defeat the Liberals to form the government.
