In February 2017, the FDA detained a shipment consisting of 2,100 cartons of frozen roasted eels after a test found it adulterated with Gentian Violet, Leucogentian Violet, and Malachite Green. Its importer, Kevin Sheng Hsiang Fang, 41, and his wholesale business Yong Chang Trading Co., tried to re-import it later in that year by mixing it with a new shipment of eels and using different identification numbers that are needed when bringing goods to the U.S. Fang pleaded guilty to smuggling and introducing the adulterated frozen roasted eels on May 31.

According to an FDA alert, antibiotic residues may contribute to antimicrobial resistance in human pathogens, and prolonged exposure to Malachite Green and Gentian Violet has been shown to have a carcinogenic effect. However, recent studies have found massive use of animal drugs and antibiotics by aquaculture farmers throughout China, a leading provider of farmed fish to the US and Canada, accounting for about 60 percent of farmed marine products worldwide.

Seafood safety has been a concern for decades in China—an NYTimes investigation in 2007 shed light on farming fish in toxic water in its southern provinces. The environmental pollution and the use of sewage water supply led Chinese farmers to mix an array of powerful, and often illegal, antibiotics and pesticides into fish feed to fight off disease and keep the stock alive. The widespread toxic farming practice left poisonous and carcinogenic residues in farmed fish products, posing health threats to consumers. The FDA tests in 2007 showed that 15 percent of seafood species produced by 18 companies in China contained traces of one or more of the contaminants. Facing fallen demands from the West, the Chinese government took action to ban carcinogenic antibiotics and punish rule breakers. However, the problems have persisted, and according to the 2021 FDA revised import alert, it continues to find residues of these and other animal drugs in shipments of aquacultured seafood products from China.

The criminal case against Fang has brought the safety of imported food to the front and center for consumers in Canada, which imports $ 520 million in seafood products from China each year. Importers play a significant role in ensuring the safety of the Canadian food market using foreign suppliers. The CFIA media relations told Chinese News that the CFIA requires the same standard for imported food as domestically produced – from food safety to nutritional quality to labeling. The CFIA monitors the residues of drugs and pesticides – including Nitrofurantoin, Malachite Green, and Gentian Violet from the farmed fish products imported to Canada, demanding importers prove the chemicals not exceeding the maximum limits. The food regulator also conducts sampling and testing to detect unsafe products and may seize, detain and destroy non-compliant goods, taking enforcement actions against wrongdoers.
