Over the past decade, the Trudeau government presided over one of the fastest-growing bureaucracies in Canadian history. From 2015 to 2024, the federal public service ballooned by roughly 100,000 employees—a 40-per-cent surge that far outpaced population growth. Yet Canadians saw little improvement in service delivery. Lines grew longer, benefits slowed, and accountability blurred as Ottawa quietly outsourced much of its work to high-priced consultants.

At the same time, public-sector productivity declined. The Canada Revenue Agency hired thousands more but struggled to meet its own performance targets. According to the Parliamentary Budget Officer, fewer than half of all federal objectives were achieved in a typical year.

Meanwhile, the cost of outsourcing exploded. Ottawa’s spending on professional and special-services contracts more than doubled to $21 billion, fuelling a shadow bureaucracy of consultants who often charged more but delivered less. The ArriveCan scandal laid bare the rot: what began as an $80,000 pandemic app metastasized into a $54-million boondoggle involving no-bid contracts, opaque subcontractors, and questionable billing. Parliamentary committees uncovered a web of mismanagement so tangled that even the RCMP was called in to investigate. For many Canadians, the episode symbolized a government that had lost control of its own machinery.

Carney’s 2025 budget confronts this culture head-on. It calls for cutting 40,000 federal positions—about 10 per cent of the workforce—over five years, the largest rollback since the 1990s. The plan targets $59.6 billion in internal savings through attrition, early retirements, and operational efficiencies. Routine spending will be capped, while deficits will finance only long-term capital investments such as infrastructure, trade corridors, and defence. In Carney’s framework, a government must “tighten its belt” just as households have, spending less to invest more wisely.

Spending surged, yet results stagnated, leaving taxpayers to shoulder the cost of a government that had lost fiscal discipline. Carney’s budget marks a decisive break from that pattern. He is shifting Canada’s growth engine back to the private sector—counting on productivity, innovation, and investment rather than bureaucracy. By restoring efficiency and trimming excess, his government signals that accountability and respect for taxpayers’ money are back in style.

For immigrants, this is a particularly welcoming sign. Many newcomers left countries where corruption, inefficiency, and waste were endemic. They value governments that live within their means and deliver measurable results. Fiscal responsibility and accountability are not merely economic virtues but democratic ones. Immigrants often choose Canada because they trust its institutions to manage public money fairly and transparently — the very opposite of the corruption and waste they once fled.
